2003 2nd Conference
League Bowling Tournament
1. Timetable
1.1 The
Sharjah Filipino Bowling Club League shall be played at the Dubai Bowling
Center.
1.2 The
2nd Conference of 2003 shall commence tentatively on June 20, 2003.
1.3 League
games shall start at 6:00pm.
1.4 Schedule
and lane assignments shall be determined after the first week wherein
the first week lane assignments shall be drawn by lots.
1.5 Postponement
and advancement of scheduled games are not allowed except for reasons
that are approved by the SFBC League Director and officially announced
in advance.
2. Management
2.1 The
Management of the League shall be vested upon the League and Technical
Committee consisting of the League Director and his officers/assistants.
Any related disputes should be settled and decided upon by the LTC and
shall be considered final.
3. Tournament
Format
3.1 5-A-Side
Team handicap tournament
3.2 Single
Round Robin in case of 16 or less participating teams.
3.3 Grouped
Round Robin in case of more than 16 teams. Teams shall be divided into
two groups after the preliminary round.
3.4 Team
points after the preliminary round shall be carried forward to the positioning
round.
3.5 In
case of tie, the team with the higher total pinfalls plus handicap shall
prevail.
3.6 Positioning
round to be played after the round robin games.
3.7 Top
5 teams shall advance to the match games.
3.8 Match
Game Rules - A maximum 2-step climb will be used as a general rule.
3.8.1
Team ranked no.1 after the positioning round shall wait for the match
game winners.
3.8.2
Team ranked no.5 will play 1 game against no.3 ranked team. Team ranked
no.4 will play 1 game against no.2 ranked team.
3.8.2.1
In case teams ranked no.4 and no.5 prevailed over their opponents,
then team ranked no.4 shall be declared as 1st Runner up and team
ranked no.5 as 2nd Runner up. Team ranked no.1 shall automatically
be declared as Champion.
3.8.2.2
In case teams ranked no.2 and no.3 prevailed over their opponents,
then a 1-game match shall be played to decide on who will play against
the no.1 ranked team.
3.8.2.3
Of the 2 teams beaten, the team with the higher ranking wins the
consolation prize.
3.8.3
Winner of the match will play against team ranked no.1 in Best of
3 games format.
3.8.3.1
The Team who wins the first two games shall be declared the Champion.
3.8.6.2
In case of tie after 2 games, the match shall proceed to the final
3rd game.
3.8.6.3
In case of tie in the final 3rd game, the tie shall be broken by:
- 2
frames (9th and 10th) roll-off
- the
least difference between the team's scratch high game and low game
- the
team with the higher total game handicap output in any game
- the
team with the 2nd higher total game handicap output in any game;
and so on.
- the
team with the player scoring the highest handicap individual game
- the
team with the player scoring the 2nd highest handicap individual
game; and so on.
3.8.4
In case of grouped round robin, there shall be one positioning round
in the first round and another positioning round per group in the
second round.
3.8.5
Top 3 teams of each group shall be considered for the semi final round.
Team rankings shall be based on the Total Earned Points (TEP). In
case of tie, the team with the higher total pinfalls shall prevail.
The 6th ranking team shall be dropped. The top 5 ranking teams shall
advance to the match round.
3.8.5.1
Match games rules - Refer to rules 3.8 to 3.8.3
4. Tournament Conditions
4.1 The
team registration fee is set at AED One Thousand Five Hundred (1,500.00)
and shall be inclusive of team's contributions towards accumulators
and elite bowler's prize fund.
4.2 Non-payment of registration fees and lane fees shall be penalized
as set out in Section 14: Penalties.
4.3 Only
SFBC members may play in the tournament. Penalty applies if bowler plays
with expired membership. (see Penalties - 1.)
4.4 Team
shall pay a non-refundable 700 Dirhams as partial payment of the Team
registration on or before the first week of the conference. Full settlement
to be paid on the 6th week of the conference otherwise penalty applies.
(see Penalties - 6.)
4.5 The
team captain shall bear all of his/her team liability.
4.6 Team
Captain's agreement to all rules and regulations of this league tournament
5. Team
Composition
5.1 All
team members must be duly registered members of the Sharjah Filipino
Bowling Club. No team members shall be allowed to play unless his membership
fee has been duly paid. Should there be an oversight to this rule, the
player's score shall be invalidated and replaced with a blind score
without handicap.
5.2 Adding,
replacing, or removing team members shall be allowed only until the
5th week of the tournament.
5.3 A player
who has already played in another team during the ongoing conference
shall not be allowed to play for another team. However, a team member
can still transfer to another team if he/she has not yet played.
5.4 Replacement
of any player shall be allowed after the deadline if:
5.4.1
Player has been relocated beyond the 100 mile radius of Sharjah/Dubai
for prolonged period of time; the replaced player shall be not allowed
to re-join his/team or any other team should he/she is relocated back
to Sharjah.
5.4.2
Player is permanently leaving the UAE on exit;
5.4.3
Player is injured or deemed incapable of playing;
5.4.4
Player has voluntarily renounced his/her participation as a team member
5.5. Any
replaced player of a team shall not be allowed to re-join his/her previous
team or any other team after he/she was officially replaced.
5.6 Each
team shall be composed of a maximum of 8 players in the roster. A team
captain shall be designated to represent the team in official matters
relating to the SFBC League and other SFBC-related activities and business.
5.7 There
shall be a maximum of 4 combined Class O and Class A players, male and
female, in the team roster.
6. Players
Classification
6.1 A new
classification shall be used wherein the following averages shall form
the basis of bowler's classification:

6.2 Bowler's
entering classification for this conference shall be based on the previous
conference's last held classification.
6.3 Bowler's classification shall be and shall remain Unclassified until
15 games of this conference are completed.
7. Handicapping
7.1 Handicap
will be computed as follows:
7.1.1
Male: 190 minus current average X 80% max. 28
7.1.2 Female:200 minus current average X 80% max. 36
7.2 Handicaps
shall be computed weekly on a floating basis with limitation on maximum
of drop of 5 only in the temporary entering average.
7.3 No
bowlers shall be given a handicap above the maximum handicap even if
his/her average falls below his/her current classification. Re-classification
of bowlers shall only be done every year.
7.4 Decimal
numbers of the total handicap per game shall be omitted. A game won
or lost shall not be decided by the handicap decimal point difference.
8. Entering Average
8.1 Bowler's
entering average for this conference shall be based on the previous
conference's last held current average.
8.2 Unclassified
bowler's temporary entering average shall be computed after completing
3 consecutive games. Temporary handicap shall be based on the 3 games
total series score. No temporary handicap will be given to an unclassified
bowler who did not complete the mandatory 3 consecutive games.
8.3 Unclassified
bowler's entering average shall be computed after completing 15 league
games. Drop of 5 rule shall be applied when computing average and handicap.
The final entering average shall be the actual average of the 15-17
games played.
9. Mechanics
9.1 A team
shall field in a maximum of 4 Male bowlers and minimum 1 Female Bowler
every game.
9.2 Substitutions
are allowed before any game but not during the game.
9.3 A team
must have a minimum of 3 players in order to proceed with the game.
A team with less than 3 players shall be considered as default.
9.4 Each
team shall play 3 games against the opposing team.
9.5 Should
a player be unable to continue the game due to injury, illness, disability,
emergency, force-majeure, and other unforeseen causes, the unfinished
frames shall be credited with zero (0) pinfalls and applicable handicap
shall be pro-rated accordingly.
9.6 Win
points shall be awarded during the preliminary, positioning, and match
rounds as follows:
9.6.1
Two (2) win points shall be awarded for every game won. Win points
shall be divided between opposing teams in case of tie
9.6.2 Two (2) win points shall be awarded to the team with higher
total series score.
9.6.3 One (1) bonus point for each game shall be awarded to a team
that beats the combined current averages of the fielded players plus
75 pinfalls without handicap.
10. Fielding
of Players
10.1 A
playing team may field in players, Male and Female, within the bounds
of the regulations mentioned in the table below:
A 100-point rule will be used in team line up, regardless of player's
division whereas:
Class C = 8 pts.; Class B = 16 pts.; Class A = 24 pts.; Class O = 28
pts.
Based on this, the best line up of a team would be 3 class O players
and 2 class C players. (3 x 28)+(2x8) = (84)+(16) = 100.
Any combination that does not exceed the 100-point mark is acceptable.
In case the 100-point mark is breached, deduction of 15 pinfalls will
be applied for every set of 8-points with 1 point in excess of 100 counted
as part of the set of 8, 1 point in excess of the first set of 8 points
counted as part of the second set of 8 points, and so on.
Example:
101 - 108: Deduction = 15 pinfalls
109 - 116: Deduction = 30 pinfalls
10.2 All
combinations shall be applicable regardless of the player's division
(m/f).
11. Blind
Scores
11.1 A
blind score shall be given to any team playing with only 3 or 4 players.
11.2 Maximum team's blind score is 260.
11.3 The blind score is fixed at 130 per game (both male and female)
without handicap.
A blind team situation caused by the class restriction rules (see Section
10:
Fielding of Players) may be averted by fielding a higher class bowler
to play instead of a lower class bowler.
12. Team
Uniform
12.1 In
recognition of the FBF, the team uniforms must have an official logo
of the FBF.
12.2 Team
uniform must be the same for all players of the team, male or female.
12.3 Only
1 set of team uniform must be worn by the fielded bowlers, regardless
of the number of sets of uniform that the team may have.
12.4 SFBC
2003 bowling shirt or SFBC bowler of the week shirts are considered
as an official uniform in this conference, however, limited to 2 players
only. The rest of the players in the line up shall wear the official
team uniform.
12.5 Wearing
of the official uniform commences at the start of the games of the 4th
week. Penalty applies on non-compliance. (see Penalties - 2.)
12.6 Uniform
is not mandatory during pre-bowl and make-up games.
13. Tardiness
and Default
13.1 A
team shall be given a grace period to proceed with the game from the
official roll-off time provided that the opposing team has not completed
their third frame to complete its line up before being declared in default
for any particular game.
13.1.1
Any team that is declared in default shall no longer play the remaining
games of that week.
13.1.2 The team present shall play its regular game as though the
game is being contested and shall be awarded win points provided the
team beats the combined current averages of the fielded players.
13.1.3 For each missed frames by the late bowler/team, a score of
9 shall be awarded per missed frame.
13.2 Late
bowlers/team shall be allowed to play in an ongoing game provided that
the anchor bowler (fifth bowler in the line-up) of the opposing team
has not completed its turn on the third frame.
13.3 Late
bowlers shall be allowed to bowl on the frame being played. The bowler
shall be credited with a score of 9 for every missed frame.
13.4 No
practice ball shall be allowed for any late bowler.
13.5 Any
team who fails to play in three consecutive league matches shall not
be allowed to continue the league games. Paid fees shall be forfeited
and outstanding league fees shall remain collectible. Opposing team
of teams who have discontinued the league shall use Rule 13.1.1 as the
basis to play the matches.
13.6 Bowlers
or teams who are found guilty of deliberately defaulting a game or entire
league match to favor the opposing team shall be penalized. A special
committee composed of the LTC and the council of team captains shall
discuss and decide the appropriate penalty of this offense.
13.7 Any
bowler whose team has been declared in default for the rest of the conference
may be allowed to play as a pacer for purposes of achieving individual
awards. His scores however shall not be credited as a team output.
14. Penalties
14.1 The
team captain shall pay 5 Dirhams penalty for every game played by a
bowler with expired SFBC membership otherwise scores will be invalidated
and a blind score of 130 shall be applied.
14.2 Bowler
shall pay 6 Dirhams penalty for every game played not in team uniform.
In case the 3rd frame of the game is played and the penalty is not paid
yet, then a deduction of 15 pinfalls per game shall be applied.
14.3 Bowler
shall pay 1 Dirham penalty for every open 3rd, 6th, and 9th frames.
14.4 Team
to pay 120 Dirhams for every week played without settling the Team Registration
Fee. Penalty must be paid before starting the game. The 100 Dirhams
penalty will be credited to the Team Registration Fee.
14.5 A
team who has not paid the registration fee for 3 consecutive weeks after
the mandatory 6th week settlement shall be barred from playing further
league games until such time that the registration fee has been paid.
All games during the barred period shall be considered forfeited with
the opposing team getting the advantage of playing against a defaulted
team. Teams playing against defaulted teams shall apply Rule.13.1.1.
14.6 Lane
fees shall be settled by the team captain directly to the DBC counter.
15. Team Captains Meeting
15.1 A
team captains meeting shall be called before the start of the tournament.
15.2 A special meeting will be called by the League Director as and
when necessary. In case a team captain is unavailable, any of the team
members shall be called in to represent the team.
16. Special
Awards
Unclassified bowler is not eligible to any of the awards listed below.
16.1 Bowlers
of the Month (BOM)
16.1.1
BOM qualifying games shall be open to all league bowlers, Male and
Female division, without regard to the bowler's classification. However,
handicap shall be applied as follows: 200 - Current Average
16.1.2
Top 3 High Series Hcp score Male and Female Bowlers shall advance
to the stepladder games.
16.1.3
In case of any tie during the qualifying round, it shall be broken
by the following criteria (in order of importance):
16.1.3.1
Player with the least difference between the highest and the lowest
handicap games in that particular series.
16.1.3.2
Player with a higher average
16.1.3.3
Player with a higher number of games played in the current league
16.1.4
20 AED entry fee will be collected from the qualifying bowlers vying
for the BOM award.
16.1.5
Top 3 bowlers of shall in a stepladder match game. The No. 1 ranked
player will be given the "twice-to-beat" advantage.
16.1.6
Any bowler who wishes to forfeit his/her right to vie for the BOM
award shall notify the LTC. The opponent shall automatically be declared
as winner of the match.
16.1.7
Bowlers playing the stepladder games shall pay his/her lane fees directly
to the DBC counter.
16.1.8
Winner qualifies for Bowler of the Year award.
16.2 Bowler
of the Year (BOY) - Male or Female
16.2.1
Only one Bowler of the Year for each division shall be determined.
16.2.2
All Bowlers of the Months shall play 6 games with handicap.
16.2.3
Handicap computation will be the same as in qualifying games.
16.2.4
Top 3 bowlers shall advance to a stepladder match. Top ranked player
of each division shall be given the "twice-to-beat" advantage.
16.2.5
In case of any tie during the qualifying round, it shall be broken
by the following criteria (in order of importance):
16.2.5.1
Player with the least difference between the highest and the lowest
handicap games.
16.2.5.2
Player with a higher handicap game.
16.2.5.3
Player with a higher average.
16.2.5.4
Player with a higher number of games played in the current league
16.2.6
A tie in the first stepladder match shall be broken by re-bowling
9th and 10th frames with handicap (pro-rated computation). A tie in
the championship match is a win for the No. 1 ranked player.
16.2.7
Entry fee is set at 100 Dirhams inclusive of lane fees.
16.3 Bowlers
of the Week (BOW) - (M/F)
16.3.1
Male / Female bowlers with the greater difference using the following
calculation, will automatically be declared the Bowlers of the Week:
(3-games series scratch score) - (3 x current average).
16.3.2
Winners shall be limited to 2 wins only.
16.3.3
In case of any tie, it shall be broken by the following criteria (in
order of importance):
16.3.3.1
Player with the least difference between the highest and the lowest
handicap games in that particular series
16.3.3.2
Player with a higher scratch game
16.3.3.3
Player with a higher average
16.3.3.4
Player with a higher number of games played in the current league
16.4 Most
Improved Bowlers (M/F)
16.4.1
Selection of the SFBC 2003 Most Improved Player will be based on criteria
set forth: logarithmic ascending of improvement points format to be
used.

16.5 Elite
Bowlers (M/F)
16.5.1
Selection of the Male and Female SFBC Elite Bowlers will be based
on the following criteria:
16.5.1.1
Bowler must have played 50% + 1 of the total number of games of SFBC
2003 season
16.5.1.2
Bowler must be in the top 24 male with over 184 average and top 12
female with over 169 average
16.5.1.3
Bowler must have the highest number of pin-falls in an 8-game series
handicap to be played after the 2nd conference of 2003 season.
16.5.1.4
Handicap will be given per class as follows:
Class O = 0
Class A = 5
Class B = 10
Class C = 15
16.6 Accumulator
Fund Prize
16.6.1
Accumulator fund winner will be based on the following calculation:
16.6.1.1
Male: (Current Avg. + 70) or 279 whatever is reached.
16.6.1.2
Female:(Current Avg. + 60) or 259 whatever is reached.
16.6.2
Accumulator fund prize shall be AED 5.00 multiplied by the number
of teams (but not lower than 75AED), multiplied by the number of weeks
lapsed.

17.5 Players

player/team cannot win both High Series and High Game Awards.
18. SUPPLEMENTARY RULES
18.1 Lane
rules as per FIQ standards.
18.2 Foul
line sensors shall be activated.
18.3 Obvious
foul rules i.e. touching the inside of the lanes or stepping on the
catwalk after releasing the ball shall be strictly monitored and 0 pin
fall shall be credited to the bowler's score.
18.4 It
is also strongly advised to bowlers, not to approach for delivery until
the bowlers of either side of the playing lane are on their way back
to the players' area, to avoid possible injury to self and other bowler(s).
